Up to 400 jobs could be lost when Cornwall's seven local councils converge into one "super council" in April, the County Council leader said.
Executives had originally estimated only 250 jobs would go when the new unitary authority was formed.
Mr Whalley said he hoped most of the jobs would be covered by voluntary redundancy and "natural wastage".
It is predicted the money saved by creating the new authority will save taxpayers �17m a year.
