Plans to abandon a multi-million-pound overhaul of the Herbert Art Gallery and Museum in Coventry have been criticised by arts groups across the city.
The 14m expansion is in jeopardy after the leading Tory group on the city council said it was not a top priority.
The Herbert was due to get new galleries, a glass faade and provide a new home for the city's archives.
CVOne, the Belgrade Theatre and a number of other organisations say the development is critical to Coventry.
Filmmaker and composer Derek Nisbet said: "It's time for us as artists and also citizens of Coventry to express our passion for the place.
"It's time to say to councillors this is important. Having access to our own heritage and investing in the education and knowledge of future generations really is important and is not a luxury."
