Call for inquiry into care homes

Devon MP Adrian Sanders is calling for a full inquiry into how private children's homes are run.

It follows the conviction of two 16-year-old boys who raped a 13-year-old girl and beat her boyfriend.

The pair were residents at the Cheltenham Children's Home in Torquay when the attack happened in May. The home has since closed.

Judge Graham Cottle said the home took people from outside the area who then caused mayhem on the streets of Torbay.

Crime rate

The home was criticised for a total lack of supervision, allowing the teenagers to become completely out of control.

Adrian Sanders, the MP for Torbay, now wants a full inquiry.

He said: "Since the closure of the home the crime rate has dropped through the floor."

Mr Sanders says there is a wider issue that Torbay and other areas are being used as host towns, with some local authorities exporting difficult cases.

A jury at Exeter Crown Court found Daniel Collins-Frampton and Aaron Hull guilty of raping a 13-year-old girl at a Torquay beach on 29 May.

Both teenagers were in the care of the Cheltenham Children's Home in Torquay when they carried out the attacks.

The teenagers have been warned they could face life sentences.
