Plans to have 18,300 homes built in Bournemouth, Dorset, by 2026 are set to be rubberstamped by council bosses.
Regional planning chiefs laid down that 40,400 homes should be built in the south east of the county by that time.
Bournemouth, Dorset and Poole councillors agreed how those houses would be allocated last month.
Bournemouth Borough Council's cabinet is set to agree the town's allocation next week before submitting it to the South West Regional Assembly.
The council has already vowed that the green belt surrounding the town will not be built on.
Councillor John Hayter, cabinet member for planning, said: "We'll be working with housing providers and other partners to provide as many affordable homes and decent homes for rent as possible."
