People caught not wearing a seat belt will be given the opportunity to swap their �30 fine for a special workshop about the dangers of not belting up.
The workshops, to be held across the Thames Valley area, show videos of those who survived serious crashes because they abided by the law.
One third of all deaths could have been avoided if belts had been worn, said an Oxfordshire County Council spokesman.
Road safety officer Ian Harris believes motorists "underestimate" the risks.

Malcolm Collis, of Thames Valley Police roads policing unit, said: "This is the first initiative of its kind in the country.
"In the last year alone we have stopped over 15,000 people for not wearing a seat belt, but too many people are still not wearing them so it is time we tried something new. "
Casualty reduction officer Pc Colin Robey, said: "It takes a second to fasten up but a lifetime of grief for a family who lose a loved one in a car crash."
