A multi-million pound city academy could be built in Lincoln to turn around a failing college.
Only around 17% of children leave Joseph Ruston Technology College with five or more GCSE's.
It is the only school in Lincolnshire that meets the deprivation criteria the government sets down for academies.
The county council has described the idea as "the chance of a lifetime". The centres have cost up to �38m each, with private sponsors providing around �2m.
The government wants 200 of the state-funded, independently run schools in place, or under construction, by 2010.
