Residents have called for laws to be tightened on crossbow sales after a cygnet was killed in the Black Country.
The baby swan's parents were also injured in the attack by the canal in Wednesbury over the weekend.
Ian Carroll, who found the swans, said the injured male swan had a six inch (15cm) bolt buried four to five inches (12.7cm) into its body cavity.
He warned the bolts could kill a human. "It could do the same in somebody's lungs, or heart or head," he said.
Mr Carroll found the dead cygnet and injured swans when he saw a nest had been obviously disturbed by the attackers.
"I don't think there's any reasoning with people who do this," he said. "I think they are beyond redemption or help."
