Cash-strapped Aberdeen City Council has written-off bad debts totalling �3.5m.
Opposition parties had called on council leaders to pursue the debt, which includes �1.68m in unpaid council house rent.
The council is also prepared to scrap �845,000 in unpaid business rates and �481,000 in unpaid council tax.
The local authority, which is making budget cutbacks of �50m over two years, approved the multi-million pound write-off at a meeting on Tuesday.
The figure equates to about 1% of the money collected each year by the local authority through council tax, rates and rent.
The opposition Labour group has attacked the plans.
