Authorities in Japan have upgraded the severity of the emergency at the Fukushima nuclear plant to a maximum of seven on the international scale, the same grade as Chernobyl.

Takeshi Matsunaga of the Japanese Ministry of Foreign Affairs addresses reports from operators that the leakage of radiation from the plant could exceed Chernobyl.
