GCHQ may be able to monitor the calls, emails, texts and website visits of everyone in the UK when monitoring legislation is updated.

Lord Carlile QC, former independent reviewer of terrorism legislation, told the Today programme's Evan Davis that there is nothing new about the move, as it was proposed by the previous Labour government.

He said the updated legislation "has the potential to save lives" and prevent serious crime.
