The artistic director of the Belgrade Theatre in Coventry is asking for an urgent review of plans to stop the redevelopment of a city museum.
The 14m expansion of the Herbert Art Gallery and Museum is in jeopardy after the leading Tory group on the city council said it was not a top priority.
Councillors are meeting on Monday to decide whether to scrap the project.
William Hamish Glen said it would affect Coventry's cultural identity if the investment does not go ahead.
The Herbert was due to get new galleries, a glass facade and provide a new home for the city's archives.
